POA board has been navigating trash issues lately, as seen through the covenants, aka CC&Rs, and the City of Colorado Springs. Primarily how trash is being kept and stored until it can be picked up.
From the HOA perspective they should be out of sight.
From the city perspective, for residences west of I-25, they should be secure from bears. See the bear link.
If you're not managing your trash IAW CC&Rs, then you may get a violation, resulting in a fee. If you aren't IAW with city code, you may get a violation and a fee. Additionally, damage resulting from an owner's or tenant's negligence per Article V, Section 4, will result in any damage and subsequent repairs being charged to the property owner.
On the subject of trash, be sure to secure your trash in your bin or a bag, so the wind doesn't blow it around our neighborhood. Obviously some days are worse than others, but some preventative measures help minimize the impact to your neighbors. Also, if your trash does get dumped over or blown around or otherwise scattered because it doesn't make it into the garbage truck, please clean it up. If it's a consistent issue and related to negligence on behalf of the trash service provider, such as the new style of garbage truck used recently or mishandling by the removal team, then please provide the board or RowCal feedback, so it can be communicated to the trash company. ...Read More
